Federated Wireless, Inc. is currently seeking a Manager of Network Operations Center Design reporting to the Vice President of Solutions Development and Operations.    The Network Operations Center (NOC)  Manager is responsible for creating NOC capability for both the Sensor (ESC) network as well as the Spectrum Controller Cloud based Services.  These Virtual NOCs will be used by the Customer Support team to Manage Customer Operations and ensure Federated Wireless meet Customer Service level agreements.

 This position is responsible to perform all functions required to create our NOC capability, which includes requirement creation, Operational Framework, system design, tool assessment and selection,  implementation planning,  integration and test, and (internal) customer acceptance.    Additional responsibility includes Development of new features and  lifecycle management of the NOC systems.       

This person will provide Technical Leadership across the many constituents, ensure collaboration, and drive the Project to meet critical for business, technical, and schedule goals.

  • Map business and service requirements from Product and Customer Support teams into technical requirements that drive the NOC design
  • Define all service, availability, and reporting views that required for ESC and Spectrum Controller services for NOC Users
  • Create Operational Framework showing the NoC System Design and Interfaces, as well as the Information and work flows across NOC users.
  • Create System design and operation requirements to allow RFP and selection for Tools, and for the Outsourced component of ESC NOC.
  • Develop and manage relationships with cross-functional stakeholders, including technology, Engineering, Customer Support, Product, and CTO
  • Project Management: Project evaluation, definition/goal setting, project planning and identifying appropriate resources.
  • Create Integration, Test, and Acceptance Plans.
  • Develop and present recommendations to leadership, sharing information with appropriate internal/external constituents


  • Minimum Bachelor's Degree in STEM : Masters Degree desirable.
  • Seven or more (7+) years of experience in wireless networks, Control systems, or Applications development.  
  • Two plus years experiencing building and running a Network Operations center, which must include Application and Network Elements as well as multiple Third Party Tools. 
  • Proven experience translating service needs into technical requirements, and performing Tool evaluation and selection.  
  • Ability  understand complex Services,  and develop monitoring, restoral, and performance reporting solutions
  • Operations based Tools for Operations critical:  Multi-Tenant / third party tools use is essential, with Cloud based tools and AWS services experience is highly desirable.
  • Development cycle and workflow management tools, such as JIRA, Service Desk, SalesForce, or equivalent
  • Experience managing complex programs to schedule, cost, and deliverables
  • Excellent verbal and written communication skills
  • Highly motivated self-starter able to work under aggressive project schedules
